Warm the oven up to 204°F (400°C). Put a silicone baking mat or parchment paper on a large baking sheet and set it aside.

Stir flour, granulated sugar, baking powder, and salt in a large bowl. Cut the cubed cold butter into the dry ingredients with a pastry cutter or fork into pea-sized crumbs. Stir in mini chocolate chips and set aside.

In a separate bowl, mix heavy whipping cream, egg, and vanilla extract. Gently mix wet and dry ingredients until crumbly dough forms.

Hand-form the dough into a ball on lightly floured surface. Initially crumbly or dry, gently work the dough with your hands. Flatten dough into a 1-inch disc.

Cut into 8 equal-sized pieces and place them on the baking sheet with space between them. Apply a little heavy whipping cream to each scone top.

Bake at 400°F for 20 minutes or until lightly golden brown (check at 17-18 minutes if oven runs hot). Let cool after removing from oven.

Mix the powdered sugar, milk, and vanilla extract in a separate bowl until lump-free. If the glaze is too thick, add milk. Add powdered sugar if the glaze is too thin.

Spread the glaze out evenly on all eight scones. Set them aside for 10 minutes to let the glaze harden.
